CHAPTER 9: The Facilitative and Participatory Role of Governments

437. The role of government is to provide an enabling environment within which the private and public sector can thrive.

438. Government may play a participatory role in economic development through Parastatals and State-controlled companies.

439. It is a fundamental role of government as the biggest employer in the economy to observe corporate governance principles in government Ministries, Parastatals and State -controlled companies.

440. Government should provide relevant infrastructure and basic service enablers such as electricity, water, communication facilities, among others, and permit private actors to do the same. This enables companies, individuals and government itself to function efficiently in the economic development of the country.

441. Government, through its agencies at every level, must ensure that there is fair play in business.
